US: Libya consulate siege was 'terrorist attack'

The White House has confirmed that the terror attack that killed four Americans at the Libya consulate was orchestrated by al-Qaida sympathizers, but questions remain about when it was planned. NBC's Andrea Mitchell reports.

By Kari Huus, NBC News

The siege of the U.S. consulate in Benghazi, Libya last week that left four dead, including Ambassador Chris Stevens, was a "terrorist attack," a White House spokesman said Thursday.

"It is I think self-evident that what happened in Benghazi was a terrorist attack, our (consulate) was attacked violently and the result was four deaths of American officials. That is self-evident," White House spokesman Jay Carney told reporters on Air Force One.

Since the Benghazi attack occurred amid protests of an American-made anti-Islam video that was circulating on the Internet, it has been unclear whether it was planned independently or launched opportunistically when the demonstration was under way, or if it was a spontaneous attack emerging out of the protests. ?

This was the first time the White House called it a "terrorist attack."

An armed man reacts as the U.S. Consulate in Benghazi burns on Sept. 11 after protests purportedly sparked by an anti-Islam film by a U.S. filmmaker.

"We are looking at indications that individuals involved in the attack may have had connections to al-Qaida or al-Qaida affiliates," said Carney, who noted that the FBI is investigating.

"According to the best info we have right now it was an opportunistic attack on our mission in Benghazi."

The low-budget video, "Innocence of Muslims," with its insulting portrayal of Islam?s prophet Muhammad, had been circulating on the Internet for months, and it is unclear why it became a focal point of anger in the Muslim world just before the anniversary of the 9-11 attacks on the United States.

White House Press Secretary Jay Carney speaks during his daily news briefing at the White House on Wednesday.

"What we do know is that the natural protests that emerged over the video were used as an excuse by extremists," said President Barack Obama, speaking at a forum hosted by the Spanish-language TV station Univision on Thursday about the attacks on diplomatic posts in Libya and Egypt.

Protests, some of them violent, have erupted at U.S. diplomatic missions across majority Muslim countries in the Middle East, Africa and Asia in the past week.

In Benghazi, the attack on the consulate took the lives of Stevens, as well as information management officer Sean Smith and security personnel Tyrone Woods and Glen Doherty, all of whom were honored in a ceremony at Andrews Air Force Base last week as their remains were returned to the United States.

Amid questioning from U.S. legislators about the security at the U.S. outpost in Libya, Secretary of State Hillary Clinton on Thursday announced that she is forming an accountability review board to look at the attack on the Benghazi consulate. The board will be led by retired Ambassador Thomas Pickering, she told reporters at a press conference.

Clinton said she was scheduled to brief senators and congressmen on Benghazi later Thursday. She said she expected the briefing would cover the security posture at the post before, during and after the attack, and the steps the government has taken since to protect U.S. personnel worldwide.

"I will also talk about the importance of the broader relationship with these countries in light of the events of the past days," Clinton said.?"There are obviously very real challenges in these new democracies, these fragile societies."

Clinton said she will be joined on the Hill by Director of National Intelligence James Clapper, Deputy Secretary of Defense Ash Carter, Vice Chairman of the Joint Chiefs of Staff Sandy Winnefeld, and experts from FBI, the State Department, and elsewhere in the government.

Clinton was asked about a report that alleges Stevens told others that he was on an?al-Qaida hit list. She said she has no information or reason to believe there is any basis for that.

Invasive 'Rasberry Crazy Ant' in Texas now identified species

ScienceDaily (Sep. 19, 2012) ? The Rasberry Crazy Ant is an invasive ant that was first noticed infesting areas around Houston, Texas ten years ago, but its species identity has remained undetermined until now.

In a paper published Sept. 19 in the open access journal PLOS ONE, a research team led by John LaPolla from Towson University in Maryland identifies the species as Nylanderia fulva. Identifying the species should help control this emerging pest, the authors write.

They also conclude that the species, whose common name comes from exterminator Tom Rasberry who first noticed the ants, is distributed more widely than previously thought and has likely invaded all Gulf Coast states.

"This study demonstrates the invaluable role that taxonomy, an often underappreciated discipline, plays in our understanding of emerging pests. Now that we know just what species the Rasberry Crazy Ant really is, we can better understand its biology to improve control of this invasive species," says LaPolla.

Light-Sensing Chip Captures Elusive Sperm Swimming Pattern

A lens-free system has provided the first direct evidence of the spiraling swimming pattern of sperm

By Helen Shen of Nature magazine

Human sperm have been caught twirling in an elaborate dance. A new three-dimensional imaging technique has revealed spiraling movements that had previously only been inferred from two-dimensional data.

The study, published today in the Proceedings of the National Academy of Sciences, describes the first large-scale, high-resolution recordings of human sperm in three dimensions, tracking more than 1,500 cells over several hours. Human sperm have eluded such detailed observation in the past. Their heads are just 3?4 micrometers long and can only be seen under high magnification, but the cells zoom around at up to 100 micrometers per second, ducking in and out of focus or darting out of range in an instant.

?Our intention was to create something not bounded by conventional optics,? says Aydogan Ozcan, a bioengineer at the University of California, Los Angeles, who led the study. ?This is the first observation of something that was entirely hidden.?

The research team watched the wily sperm not with a conventional microscope lens, but with a light-sensing chip ? measuring about 4 by 6 millimeters ? placed underneath the translucent samples. A red light-emitting diode (LED) shines down on the sperm, forming a hazy shadow on the chip that follows the head of each cell as it moves horizontally. A second, blue LED illuminates the sperm from a different angle, casting shadows that change with each sperm head?s vertical position. Imaging cells en masse at about 90 frames per second allowed the researchers to characterize sperm movement more precisely than ever before.

More than 90% of the sperm moved along slightly curved paths, wiggling their heads slightly from side to side. A small fraction ? 4?5% ? traveled in near-perfect spirals, forming helices between 0.5 and 3 micrometers in radius (see video, below). Most of the helices were right-handed, but Ozcan says that it is too early to know whether this preference serves any physiological function.

Susan Suarez, a sperm researcher at Cornell University in Ithaca, New York, is curious about the significance of the swimming patterns. She hopes that the method can be used to study sperm swimming under a wider range of physiological conditions, including the pH and fluid conditions encountered by the sperm en route to an egg.

Chip-based imaging could one day lead to cheaper and more portable ways for fertility researchers to look at sperm movement, replacing costly computer systems that analyze microscope images. But Ozcan says that his technique ? which can be used only on translucent materials ? could also be used to study bacteria and other swimming microorganisms.

Illuminating possibilities
David Brady, head of the Duke Imaging and Spectroscopy Program at Duke University in Durham, North Carolina, says that the sperm imaging is ?a great demonstration of an application? in the growing field of lens-free imaging. Smaller and more powerful technologies have emerged in the past 5?10 years, he says, that have yet to cross over into mainstream experimental biology. The authors have come up with an application that will ?get people talking?.

Some sperm biologists think that the technique could also open up research avenues. ?I?ve been trying to find a way to look at sperm ? moving sperm ? and this seems like it would be a good method,? says David Clapham of Boston Children's Hospital in Massachusetts. ?The beauty of this is that it?s done so quickly and on so many cells at once.? However, Clapham says, the method tracks only sperm heads, so can't capture the complex tail movements that are crucial to understanding sperm function ? and dysfunction.

The skinny tails, which can measure less than half a micrometer across, would require improvements to the imaging technology, says Ozcan. But, he says, ?it?s definitely possible?.

UBS Paris offices searched in tax evasion probe

PARIS/ZURICH (Reuters) - The Paris offices of UBS have been searched as part of a probe into allegedly aiding tax evasion in a sign that a months-long investigation into the Swiss bank's French wealth management activities may be gathering steam.

The evidence-gathering move was part of a broader enquiry which saw the bank's offices in Bordeaux, Strasbourg and Lyon searched in July.

Switzerland's strict banking secrecy rules, which have helped build a $2 trillion offshore financial sector, have infuriated cash-strapped governments elsewhere as they try to stop tax evasion by wealthy citizens.

"The examining magistrate Guillaume Daieff indeed went to the Parisian headquarters of UBS France as part of his enquiry," the bank said in a statement, adding that the bank was cooperating with the probe.

Agence France Presse, citing a source, reported that two people had already been placed under investigation as part of the probe.

The search was carried out by about 10 investigators from France's National Customs Service, Agence France Presse said.

Prosecutors in April opened a preliminary investigation into the French activities of UBS, suspected of marketing financial placements aimed at allowing subscribers to hide funds from tax inspectors.

Concerns about wealthy French citizens trying to shelter their funds from taxes have been on the rise in recent months, with a Senate committee dedicated to tax evasion and money laundering questioning several prominent bankers earlier this year.

UBS's own wealth management practices earlier this year were the subject of a book entitled "Those 600 billion that France is missing", which alleged that its French unit sheltered an average of 85 million euros ($111 million) of client funds a year from taxes.

France is just the latest instance in which UBS's private banking practices have come under scrutiny.

In 2009, the bank was forced to pay a fine and release the names of 4,500 clients to U.S. officials to end a damaging tax probe.

BBC Media Player to give Android users their iPlayer fix in a mostly Flashless world

BBC Media Player to give Android users their iPlayer fix in a Flashless world

Remember how the BBC was asking Adobe to keep Flash for Android on life support for a short while? The broadcaster just removed any doubts as to why with the launch of BBC Media Player, its solution for that day when the mobile plugin is well and truly buried. Starting with iPlayer on the mobile web and moving on to both radio as well as an updated version of the Android app due next week, the BBC will be using close Flash cousin Adobe AIR for streaming playback on Android phones and tablets. It can't quit Flash technology cold turkey given the sheer number of devices still running Gingerbread or earlier, which rules out HTTP Live Streaming for now. Media Player isn't necessarily the most elegant solution -- we're seeing reports of sub-par video and other hiccups -- but it will keep those episodes of Doctor Who rolling on most Android hardware and let the BBC push out updates that address as many of the Google-inclined as possible.
